PROJECT NAME: Maritime Lift and Transfer System (MLTS) Prototype Project

AUTHORITY: 10 U.S.C. §4022 (Prototype Projects)

CUSTOMER: United States Combat Capabilities Development Command Army Research Laboratory (DEVCOM ARL) and the Naval Facilities Systems Command (NAVFAC) and Expeditionary Warfare Center (EXWC)

KEY TECHNICAL AREA(S): Unammend Systems (UXS), Multi-Domain Operations (e.g., Space)

DESCRIPTION

• The Naval Facilities Systems Command (NAVFAC) and Expeditionary Warfare Center (EXWC) seeks white papers from eligible industry and academia respondents focused on developing maritime lift and transfer capabilities that can be transported, assembled, and operated in resource-constrained environments.

• Pursuant to 10 U.S.C. § 4022, the Maritime Lift and Transfer System (MLTS) prototype project seeks solutions that minimize reliance on specialized equipment and personnel for installation and maintenance, ensuring long-term operational sustainability at a forward operating base (FOB).

CLASSIFICATION: The MLP Prototype Project will be UNCLASSIFIED.

RELEASE DATE: The expected release date for the request for white papers (RWP) is 1QFY26.
