PROJECT DESCRIPTION
The Office of the Under Secretary of War for Research and Engineering [OUSW(R&E)] Manufacturing Technology Program seeks white papers to develop, integrate, and demonstrate production-representative biomanufacturing process technologies that measurably improve efficiency, scalability, reliability, or cost performance of defense-relevant material production.
The prototype biomanufacturing processes shall validate measurable improvements in defined performance metrics (e.g., yield, throughput, stability, energy or resource utilization) and confirm operational relevance within a production-representative environment supporting Department of War (DoW) sustainment objectives. The Government anticipates a phased prototype approach focused on process maturation and production-representative validation.
Successful completion may enable follow-on production or expanded implementation pursuant to 10 U.S.C. §4022(f), limited to the scope of the demonstrated prototype capability and subject to statutory requirements and availability of funds.
The Distributed Biomanufacturing Process Technology (DBPT) prototype project is UNCLASSIFIED.
ANTICIPATED FUNDING
The Government anticipates awarding one (1) or more Phase I prototype project(s) in the amount of $1 - $2 million per project over the period of performance listed in Section 1.6. Total estimated Government funding for Phase I award(s) will not exceed $16 million.
Phase II will be incorporated into any resultant award as an option period that may be exercised at the sole discretion of the Government. Estimated Phase II option funding is anticipated to range from $10 - $30 million per project; however, total funding available for Phase II option exercise is to be determined. This estimate is provided for planning purposes only and does not constitute a Government commitment to exercise any option or provide any specific level of funding. The Government also reserves the right to make multiple awards or no awards depending on the solutions submitted.
