PROJECT DESCRIPTION
Pursuant to 10 U.S.C. §4022, the Distributed Bioindustrial Production Capability (DBPC) prototype effort seeks to design, integrate, and demonstrate a pilot-scale, production-representative bio-industrial biomanufacturing capability. The prototype is defined as a modular, flexible multi-product production capability developed to validate technical feasibility, scalable production performance, and operational utility for defense-relevant material production within United States Indo-Pacific Command (INDOPACOM) the Indo-Pacific region that does not currently exist. The prototype will demonstrate the ability to support multiple bio-manufactured products using shared manufacturing equipment within a single integrated production environment, validate measurable production metrics (e.g., yield, throughput, quality, process stability), and confirm the feasibility of operating under Hawaii’s environmental and logistical conditions.
The DBPC prototype is an integrated production capability intended to support the incorporation, evaluation, and demonstration of multiple biomanufactured products and process technologies within a production-representative environment. The awardee will be expected to collaborate and coordinate with Government-designated performers, including performers executing related bio-industrial prototype efforts, to support integrated capability demonstration, interoperability, and operational validation.
A pilot-scale implementation in Hawaii will serve as a representative environment to instantiate and evaluate the prototype capability, informing potential future distributed biomanufacturing approaches across the INDOPACOM Indo-Pacific region. The physical infrastructure utilized during execution serves solely as an enabling test environment and is not the primary deliverable of this prototype effort. This effort is limited to prototype design, integration, and demonstration activities and does not constitute establishment of permanent full-scale commercial manufacturing operations. Successful completion may enable follow-on production or expanded implementation pursuant to 10 U.S.C. §4022(f), limited to the scope of the demonstrated prototype capability and subject to statutory requirements and availability of funds.
The DBPC prototype project is UNCLASSIFIED.
ANTICIPATED FUNDING
The Government anticipates awarding Phase I prototype project(s) with funding of $1–2 million per project. Total estimated Government funding for Phase I awards is up to $12 million. One (1) Phase II prototype project award is anticipated with estimated funding of $25–60 million; availability of funding for Phase II is to be determined. This estimate is provided for planning purposes only and does not constitute a commitment from the Government. Funding will be structured around milestone-based prototype validation events.
